How do i make a multi level navigation/menu system?

i'm building a website with language options for certain pages and the navigation needs to reflect that.



for example, when you mouse over news, a sub menu comes out displaying english and chinese, then you click on the language of your choice and the page is displayed.



i'm aware this is quite a simple task, the problem is i need to use a custom font for the navigation.



at the moment, the navigation is image based, but i dont know how to make a second level without doing it in flash.
