How do I activate English menus and toolbars on someone's Chinese Windows?

And then, how do I change it back to Chinese? I am using a friend's computer (bought in China) and everything is in Chinese.

You can't. You have to install English Windows or Chinese Windows. You can't switch between them by changing settings.
